Gapla has a competitive [[Wikipedia:Multi-party system|multi-party system]] within a provisional government. It is currently a federal parliamentary republic with an executive presidency under a provisional government. Governance is localized in states and territories.

In theory, a directly elected president leads the executive and appoints a cabinet, the unicameral National Assembly (led by the Speaker) is the legislature, and the [[Supreme Court of Gapla|Supreme Court]] (led by the chief justice) is the judiciary, although the National Assembly may establish lower courts. The president also issues a variety of orders, awards, and honorary titles, including the [[Order of the Majestic Danube]]. Justices of the Supreme Court are appointed by the president and serve life tenure.

The executive has ten ministries, led by ministers appointed by the president. Gapla's territory, known as Greater Danubia, consists of two mostly forested pieces of territory along the Danube commonly known as "Pocket 2" and the pocket west of Apatin. The state of Cristus encompasses the entirely forested pocket west of Apatin, "Pocket 2" is shared between the state of Gaplastovia (the forested part) and the territory of Brighton Beach (the sandy part). Gapla's official currency and sole legal tender is the [[Wikipedia:Euro|Euro]] (symbol: €), which was adopted unilaterally by the [[Provisional Government]] in 2026. While the Euro holds tender status, Gaplans are permitted to use other currencies in place of the Euro.

Gapla's 2026 census reported that Gapla has 454 e-Residents and 70 citizens, with an e-Residency acceptance rate of 63.0% and an e-Residency applicant to citizenship acceptance rate of 9.7%. Gaplan citizens are 52.9% Asian (35.7% East Asian and 17.1% South Asian), 42.9% White (30.0% Caucasian, 5.7% Hispanic, 5.7% Middle Eastern, 1.4% Jewish), and 4.3% Multiracial (2.9% Wasian and 1.4% Other). 70.0% of Gaplan citizens are male (by sex), and 81.4% of citizens are 20 years of age or younger.

While Gapla retains some demographic elements of its founding and restoration in Southern California, its demographics have diversified to include greater numbers of white and male citizens compared to pre-Danubian Gapla due to online recruitment.

Gapla's culture is characterized by a strong focus on innovation, evidence-based education, and merit, with progressive city planning components including carless cities and environmental protection as well as traditional European village architecture.

Despite its plans to be mostly carless, Gapla produces ceremonial license plates and vehicle registration certificates as souvenirs. They are also required to be used on government and emergency vehicles, the only motor vehicles allowed in Gapla. The cost of issuance for a license plate and vehicle registration is 50 USD, although purchasing only the license plate as a souvenir without formally registering a vehicle is possible.

While Gapla was founded and restored in Southern California, following the Danubian reformations and nonprofit initiatives in the region such as the [[Gaplan Representation Organization]], it has increasingly incorporated Southeastern European culture as the proportion of citizens and e-Residents living near Greater Danubia have increased.
