The Provisional Government meets weekly to discuss settlement, infrastructure, press, public relations, law, and foreign affairs. In addition, it acts as an adjudicatory body prior to the establishment of the [[Supreme Court of Gapla|Supreme Court]]. While it established the [[Gaplan Representation Organization]], the organization is no longer a part of the Provisional Government.

Members must attend weekly meetings (or submit an excused absence request) in order to avoid "strikes" and eventual expulsion. A quorum of one more than fifty percent must be met in order for a meeting to proceed, however, members are given "strikes" if they were not present for the quorum call even if a meeting is cancelled.

Gapla has a competitive [[Wikipedia:Multi-party system|multi-party system]] within a provisional government. It is currently a federal parliamentary republic with an executive presidency under a provisional government. Governance is localized in states and territories.

In theory, a directly elected president leads the executive and appoints a cabinet, the unicameral National Assembly (led by the Speaker) is the legislature, and the [[Supreme Court of Gapla|Supreme Court]] (led by the chief justice) is the judiciary, although the National Assembly may establish lower courts. The president also issues a variety of orders, awards, and honorary titles, including the [[Order of the Majestic Danube]]. Justices of the Supreme Court are appointed by the president and serve life tenure.

The executive has ten ministries, led by ministers appointed by the president. Some ministries are subdivided into offices, led by officers appointed by ministers, and some offices are in turn divided into suboffices, led by subofficers appointed by officers. In addition, independent bureaus within the executive may be created by the president.

A ceremonial [[Monarchy of Gapla|monarchy]] existed primarily to raise funds for Gapla, but was abolished in 2026.

However, following the [[Danubian reformations]] in 2023, Gapla has been under an unelected provisional government officially known as the Council of Ministers. New members are selected through a competitive admissions process including an online application form, interview, and standardized testing. Current members, known as Provisional Governors, vote on the admission of applicants.

Gapla's territory, known as Greater Danubia, consists of two mostly forested pieces of territory along the Danube commonly known as "Pocket 2" and the pocket west of Apatin. The state of Cristus encompasses the entirely forested pocket west of Apatin, "Pocket 2" is shared between the state of Gaplastovia (the forested part) and the territory of Brighton Beach (the sandy part). Gapla also claims the Fluvian Territory, an unclaimed piece of internal waters along the Danube, under ''terra nullius''.

While Gapla claims the area from its land to the Danube's thalweg as well as the Fluvian Territory as part of its internal waters, it allows free navigation along the Danube due to its unilateral accession to the [[Wikipedia:Danube River Conference of 1948|Danube River Conference of 1948]].

Gapla's 2026 census reported that Gapla has 454 e-Residents and 70 citizens, with an e-Residency acceptance rate of 63.0% and an e-Residency applicant to citizenship acceptance rate of 9.7%. Gaplan citizens are 52.9% Asian (35.7% East Asian and 17.1% South Asian), 42.9% White (30.0% Caucasian, 5.7% Hispanic, 5.7% Middle Eastern, 1.4% Jewish), and 4.3% Multiracial (2.9% Wasian and 1.4% Other). 70.0% of Gaplan citizens are male (by sex), and 81.4% of citizens are 20 years of age or younger.

While Gapla retains some demographic elements of its founding and restoration in Southern California, its demographics have diversified to include greater numbers of white and male citizens compared to pre-Danubian Gapla due to online recruitment.

Gapla's culture is characterized by a strong focus on innovation, evidence-based education, and merit, with progressive city planning components including carless cities and environmental protection as well as traditional European village architecture.

Despite its plans to be mostly carless, Gapla produces ceremonial license plates and vehicle registration certificates as souvenirs. They are also required to be used on government and emergency vehicles, the only motor vehicles allowed in Gapla. The cost of issuance for a license plate and vehicle registration is 50 USD, although purchasing only the license plate as a souvenir without formally registering a vehicle is possible.

While Gapla was founded and restored in Southern California, following the Danubian reformations and nonprofit initiatives in the region such as the [[Gaplan Representation Organization]], it has increasingly incorporated Southeastern European culture as the proportion of citizens and e-Residents living near Greater Danubia have increased.

The project soon faced a crisis which led to its eventual splitting into the independent republics of Gapla and Phoenix before ultimately falling inactive. In 2018, he was selected as a participant in the school district's Alternative Program for Academically Advanced Students (APAAS), and was placed at Deerfield Elementary School. Following a family move, Baek found a notebook from the Gapla–Phoenix era that inspired him to restore Gapla as the [[Principality of Gapla]], a predecessor of the modern [[Federated States of Gapla]] that would reform to claim [[Greater Danubia]].

Baek is widely regarded as the principal leader of modern Gapla as its restorer, and has had extensive influence over virtually the entirety of Gaplan history. Widely considered one of the [[founders of Gapla]], he previously served as the pre-Republican president during two noncontiguous terms from 2019 to 2022 and briefly served as the 4th [[Deputy President of Gapla]] in 2021. He was [[Monarchy of Gapla|Prince of the Danubias]] between 2019 and 2026, when the monarchy was abolished.

Baek was born in [[Wikipedia:Seoul|Seoul]], South Korea at the [[Wikipedia:Samsung Medical Center|Samsung Medical Center]]. The only son of Korean doctors who later immigrated to the United States, Baek's family received a [[Wikipedia:Green card|green card]] through a [[Wikipedia:National Interest Waiver|national interest waiver]] in 2012 following his mother's publication in the [[Wikipedia:JAMA|''Journal of the American Medical Association'']], a prestigious journal. He was raised in [[Wikipedia:Irvine|Irvine]], California and attended the [[Wikipedia:Irvine Unified School District|Irvine Unified School District]] until 8th grade.

Baek attended 1st through 3rd grade at Cypress Village Elementary School, where he and a friend, [[Ian Shin]], learned about [[Micronation|micronationalism]]. Subsequently, they founded the [[United Republics of Gapla and Phoenix]] in 2015, which marked first occurance of the name "Gapla." The project soon faced a crisis which led to its eventual splitting into the independent republics of Gapla and Phoenix before ultimately falling inactive. In 2018, he was selected as a participant in the school district's Alternative Program for Academically Advanced Students (APAAS), and was placed at Deerfield Elementary School. Following a family move, Baek found a notebook from the Gapla–Phoenix era that inspired him to restore Gapla as the [[Principality of Gapla]], a predecessor of the modern [[Federated States of Gapla]] that would reform to claim [[Greater Danubia]].

Baek is widely regarded as the principal leader of modern Gapla as its restorer, and has had extensive influence over virtually the entirety of Gaplan history. He is widely known as a right-wing libertarian politician, activist, and diplomat, representing Gapla at international summits such as [[Wikipedia:MicroCon|MicroCon 2022]] in Las Vegas, Nevada.
