Provisional Charter

The Provisional Charter, officially the Provisional Charter of the Federated States of Gapla, is a document that serves as the de facto supreme law of Gapla, superseding the Constitution. The Provisional Charter was ratified unanimously by members of the Provisional Government on 8 February 2025, and every new provisional governor is required to agree to the Provisional Charter. However, the charter is legally binding throughout Gaplan territory, not just within the Provisional Government.

The Provisional Charter establishes Gapla's national identity, the authority of the Provisional Government, requirements for amending or suspending the charter (which requires permanent settlement of Greater Danubia), election of the President of Gapla and the Deputy President of Gapla, and Gaplan citizenship. It also establishes the structure of Gapla's government (including ministries), and internal rules of the Provisional Government (including membership, discipline, meetings, and adjudication).

Constitution

The Constitution of Gapla was a document that served as the supreme law of Gapla prior to the Danubian reformations. The Constitution was legally binding throughout Gaplan territory, and outlined Gapla's government and some national laws.

The document was written on 28 February 2019 following the restoration of Gapla-Phoenix, and was ratified on 23 March 2019 (Government Day, a national holiday). The final version was written and ratified on 5 April 2023.

The Constitution of Gapla may also refer to a proposed future document following permanent settlement and suspension of the Provisional Charter, as mentioned in the Chapter 1 §3 of the Provisional Charter of Gapla.
