Provisional Charter

The Provisional Charter, officially the Provisional Charter of the Federated States of Gapla, is a document that serves as the de facto supreme law of Gapla, superseding the Constitution. The Provisional Charter was ratified unanimously by members of the Provisional Government on 8 February 2025, and every new provisional governor is required to agree to the Provisional Charter.

The Provisional Charter establishes Gapla's national identity, the authority of the Provisional Government, requirements for amending or suspending the charter (which requires permanent settlement of Greater Danubia), election of the President of Gapla and the Deputy President of Gapla, and Gaplan citizenship. It also establishes the structure of Gapla's government (including ministries), and internal rules of the Provisional Government (including membership, discipline, meetings, and adjudication).
