Chelsea Ashley Chen (born 18 June 2009) is a Gaplan politician and musician. She served as the 2nd President of Gapla during three noncontiguous terms from 2021 to 2025, served as the 4th Deputy President of Gapla during five noncontiguous terms from 2021 to 2023, was the interim Sovereign Princess of Gapla in 2023, and was a member of the Provisional Government, serving as the Minister of Foreign Affairs.

Chen was born in Newport Beach, California, on the same day and in the same hospital as former president Emma Bunnell. The daughter of Chinese immigrants to the United States, Chen was raised in Irvine, California and attended the Irvine Unified School District until 8th grade. She was selected as a participant in the school district's Alternative Program for Academically Advanced Students (APAAS), and was placed at Deerfield Elementary School, where she was introduced to Gapla and joined near the conclusion of the 2018–19 school year, founding Elemental shortly afterwards.

While a Gaplan citizen prior to early 2020, Chen was largely inactive prior to February 2020, when Elemental abruptly became influential in Gaplan politics following the collapse of major spheres of influence during the Gaplan renaissance. Following the COVID–19 pandemic and the subsequent digitization of the country, Chen became highly influential as a center-left political leader, activist, diplomat, and financial supporter of Gapla, becoming known as one of the most active members of the country. Chen was a major figure in various turning points within the country, including serving as a leader in the Astrayan reformations in 2022 and the Danubian reformations in 2023, as a delegate at MicroCon 2022 in Las Vegas, Nevada, and as the president of the Gaplan Representation Organization in 2025. In 2025, following a national scandal where she misrepresented her connection with a Member of the European Parliament, Chen resigned from the presidency and the Provisional Government.
